Freight Services in Victoria

Victoria is by far Australia’s smallest mainland geographical state and has a population of around 6 million people, which is approximately one quarter of the Australian population. As such it is the most densely populated state, and has the second largest population in the country, second to New South Wales. Good employment opportunities have drawn people to Victoria and caused a steady growth over the last few years.

The railways in Victoria are owned by the government, but the trains themselves are operated by a number of rail companies. The first railways were initially privately owned and operated, but due to financial hardships were taken over by the Government Railway Department. Privatisation in the 1990’s meant that today passenger trains are owned and run by Metro Melbourne Trains and V/Line owns and operates diesel trains in regional Victoria.

The rail network stems out from Victoria’s capital city of Melbourne with links to its neighbouring capital cities, Sydney and Adelaide, which both lie about 800 kilometres away, to the north and west, respectively. Unlike other states, Victoria does not have a dominant mining industry, but agriculture comprises a large proportion of its rail freight. There are a few lines solely dedicated to Victorian freight transport, while others are shared with passenger trains. These are typically used for passengers during peak times, while the freight trains make use of them during less busy periods.

Moving Freight Off Our Roads

Most of Victoria’s freight traffic can be found on the roads, but this is not a sustainable way to keep up with the predicted growth in freight volume in coming years. As such, the Victorian Government is engaging in long term planning to ensure that freight movement remains efficient. The Mode Shift Incentive Scheme encourages businesses to transport their goods by rail, rather than by road. This will hopefully increase the efficiency and cost effectiveness of transporting freight and at the same time reduce congestion in and around freight precincts and ports. It also aims to reduce the amount of traffic on roads.

Constructing Intermodal Terminals in Victoria

One of the strategies to achieve this aim in Victoria is to build intermodal terminals, where containers, palletised goods and other bulky freight is transferred from one mode of transport to another, for example from a train to a truck. These hubs will be critical in reducing the stress on their neighbouring areas and ports, and will play a key role in increasing the use of rail in transporting and distributing cargo in the future.
